Mr. Okumu-Alya is a lawyer and advocate in courts of judicature in Uganda and other Commonwealth countries. During his diverse and ambitious career, he has authored a number of published works, including
  • "The International Criminal Court and Its Relevance to the Northern Uganda Conflicts - An Assessment" published by the Uganda Law Reform Commission in The Uganda Living Law Journal, Vol. 4, No. 1, Sept. 2006;
  • "Human Security and Peace Building" for Makerere University's Conflict Resolution and Peace Building Project (Resource Pack, Vol. 5, Module 3, pp. 65-78, 2006);
  • "Democratic Governance and Sustainable Peace" (Resource Pack, Vol. 3, Module 1, pp. 19-40).
He is also one of the researchers of
  • "Listen to the People: A Call for an Inclusive Approach to the Peace Process in Northern Uganda" published by the United Nations Development Programme and the Ministry of Finance, Planning and Economic Development in January of 2004;
  • "International Systems of Justice and International Law" published online by Marcus Garvey, Pan African Institute, Mbale.
Recently, he authored "The Regional Dimensions of War in Northern Uganda", which is being published by the Centre for Policy Research and Dialogue (CPRD) and the Institute for Security Studies (ISS), Addis Ababa, Ethiopia.
His recent article "Towards Understanding and Acknowledging Culture as a Right and Prerequisite in Peace Building" is being published in The East African Human Rights and Peace Journal of Faculty of Law, Makerere University.
He has travelled widely and made a number of international and national presentations of position papers, some of which are ready for publication soon. More ...
