Gulu University is a public institution established by Statutory Instrument No. 16 of 2003. The university is located in northern Uganda in Gulu Municipality 332 km north of Kampala. The university was set to serve as a launch pad for equitable development in Uganda providing knowledge and skills and stimulating innovations in education, technology, economic advancement and social development. The university was established as part of the government's strategy to promote science and technology for societal transformation.

On 28th April 1994, the government appointed a ten-man task force to prepare for a new University in Northern Uganda specializing in Agricultural Mechanization. In their report, the task force proposed that the new University should reach beyond agricultural mechanization, and educate individuals to effectively participate in solving the country's socio-economic problems. Gulu Municipality was selected as the location and the name Gulu University of Agriculture and Environmental Sciences was adopted. 

On 20th August 2002, the cabinet of the Ministry of Education and Sports decided to rename the university Gulu University.  The cabinet directed the University to plan for the following programs in the short and medium terms: Human Medicine, Agriculture and Engineering. The Task Force Management Committee steadily worked to implement the cabinet directive. Initially, Gulu University opened in the 2002-03 academic year with Faculty of Science Education and the Institute of Human Resource Development, which has now become the Faculty of Business and Development Studies. The Faculty of Medicine opened in the 2003-04 academic year, and the Faculty of Agriculture and Environment opened in 2004-05. 

The university is mandated to teach all students basic concepts of entrepreneurship and conflict management and resolution. Students are required to have practical exposure to government, private and non-governmental establishmetns as a way of gaining on-the-job experience. Reports produced during student internships form part of the overall examination results. Departments have also developed community outreach.
